Over hangig tree

A corner of a car parking area,tree over hangs pavement,and neighbours driveway.the area is now just a dumping ground.soil, wood,building waste general waste.possible fire hazard in the summer. no maintenance on the tree or land at all now.

it seems that who ever reads the request is not willing to find out who owns the tree. they sugested that i pay for a registery search.why should i pay.it is a council problem as well as mine,which affects any one walking past

only window dressing the problem. rubbish cleared thats all. they are unable to deal with the tree as they are unaware who owns it. they sugest that i pay the land register fee to find out ?
