Where are the dog wardens?

St Margrets Close and down the Heathway, it is constantly covered in dog mess. As this is an approach to the junior school, the mess is often walked into the classrooms. We have only ONE dog bin, and that is never emptied. Please can you advise how you are going to improve this problem. Thank you.
