Encroachment on public grass verge

Householders at 246, 247 and 248 have so far encroached on the grass verge beside Hamstead Road that at least one, despite a prohibitive notice opposite the house, laid gravel over the public grass to create an illegal parking space, even though the house has car access via the rear garden backing on Winston Drive.
