Rotten Chicken Carcus

It appears that the owners of the residence looking directly onto to the field are leaving chicken carcus' on the field. The resident next door also leaves bread for the ducks which isnt a problem but leaving poultry waste is. It attracts rats to the neighbourhood and when residents are walking dogs in the area a number of them in their nature have been attracted to the smell and no have eaten parts of the rotten meat causing upset to the animal and the owner.
