Rubbish and bins obstructing pavement

Numerous wheelie bins left on pavement during the week, along with incorrectly bagged rubbish not removed by Serco collection. Increasingly a problem in the warm weather - the blackbirds and sparrows seem to enjoy the maggots crawling across the pavement but I don't!
