Unused van obstructing right of way

A vehicle has been parked outside the owner's house for years which is blocking a right-of-way pavement around that house.

The vehicle has not been used for years and appears abandoned. Its windscreen has been broken for months and the items in its flatbed are left uncovered in all weather. The owner has procured a replacement van for his business and is not using this one.

The van has since been moved. I don't know if this is due to my contacting the council.
