Rats & foxes feeding

I reported a build up of rubbish in the garden of No. 19 several months ago. BCC responded to say bin men wouldn't do anything as it was on the property and the owner's problem. The owner (absent landlord) seems unconcerned and the residents to whom I've spoken seem not to understand English. A couple of foxes were feeding there the other night when I came home, and rats occasionally are seen at dusk and dawn. The downstairs flat has children, and I can't help thinking this is not a healthy situation.
