Bin bags continually left on pavement

I have lost count of the number of times I have asked for something to be done about this. The council should be working with the landlord of this property to find some way of preventing his tenants dumping their bin bags on the pavement where they are left for days on end to be pecked at by seagulls and generally distributed the length of Truro Road. Last week the pavement was covered in plastic bags full of cat litter, and subsequently the entire pavement was awash with cat turds.

This is a health hazard. Please do something about it.
