Stolen flagstones not replaced

Some months ago, I observed and reported two men lifting flagstones and making off with them. I was unable to catch up with them. Some days later, I learned from the police they had apprehended some men in a van with stolen flagstones, which were returned to the council. The council have never replaced the flagstones - just tarmaced over the patch. What does the council do with spare falgstones? Why have ours not been replaced?

Initially the council were communicative. The I was told that "highways do not replace stolen flagstones".

However, I would like to know what happens to recovered flagstones, as I feel these will gravitate to parts of the city where residents make more noise about this kind of thing.

Since I asked to be put directly in touch with "highways" to address these concerns, I've had no further response.

the council say it is not their policy to put things back as they were. I asked to be given contact to the relevant dept and have heard nothing since.

The thieves probably did the council a favour by lifting the flagstones for them. They're probably now in clifton along with all the flagstones from City road in st pauls and the finest lamposts from across bristol!!
