Noise pollution: Dog Barking

Owners leave dog out in garden all day where is constantly barks. It can be heard from the early hours (4-6am) throughout the daytime and early evening. It is only a small dog but is can still be heard from fairly far away. Every so often the owner comes out and screams at the dog to try to stop it barking, but after a while it just starts again.
