Damage to window of flat at entrance to Sotherby Drive

Hello,
I'm writing to complain about the state of the ground floor flat on the block of flats at the right hand side of the entrance to Sotherby Drive - Ursula Court. It has been boarded up for several months after a car crashed into it when trying to avoid an oncoming car that it could not see as a result of cars parked near the entrance of Sotherby Drive.
It is extremely unsightly and must be an incovenience for the resident. In addition it looks to the average passer by that the house has been burgled, which again severely diminishing the reputation, look and feel of the area.
Please could the window be replaced, a low fence/brick wall built on either side of the junction, and the painting of double yellow lines on both side of the road at the entrance to Sotherby Drive.
