Exposed wire from Electricity cabinet

There is a wire with an exposed end sticking out from what appears to be an electricity cabinet. The cabinet no. is E112 C4. I dont know whether the wire is attached to the cabinet, as I did not want to touch it, or whether someone has pushed it through, for a joke!
