Loose/very noisy manhole cover

A manhole cover in the road outside my property is loose and rattles and bangs every time a vehicle drives over it.

This will need to be repaired as manhole covers in the highway belong to the Public Utility companies who have a duty to maintain and repair damaged and broken plant.

The local authority will need to inform the Utility company of the defective cover.
