Double Yellow Lines required

I work at a company on the Business Park & we received notice of plans for yellow lines to be painted to prevent the parking problems on the business park. It is dangerous to pull out of Sovereign Road and the private back entrance to the units, because of parked cars on the junctions of Melchett Road. However, this work was supposed to be completed in March 09 and there has been no sign of work being completed. I tried emailing the name on the information supplied but there was no response. Is the planned work going ahead, and if so when?
