Dogs on the beach

There is a sign here stating that dogs are banned from the beach May to September, 10am to 6pm. Why therefore do hundreds of people ignore the sign and take their dogs on the beach. I asked one dog owner and she said that the rules didn't apply here. I also saw one old dog owner let her dog wee all over my young son's sandcastle when he was playing right next to it. She didn't even apologise.
