Recovery truck causing hazard

There is often a large recovery truck parked close to the traffic calming. this narrows the road, as it overlaps the painted parking zone and also reduces visibility

BCC not interested, and passing the buck. 'This enquiry needs to be redirected to the Police.' Ho Hum...BCC install traffic calming then wash their hands of it, when traffic calming plus large parked vehicle causes dangerously narrow road.....
