Skip lorry blocking right of way

Also if a skip lorry blocks the road so can't return home & I sustain damage because back into lampost [ in blind sdpot camouflaged black] turning round as a result ,do I have to pay for the repair of damage[ rear windscreen wiper] as their firm Brewers couldn't care less ? He could easily have moved forward a few yards to let us pass [ queue behind all turned round] .If hadn't blocked road wouldn't have happened you license the skip what about conduct of the lorry as Police doin't want to know.

This has not been addressed the LA who license skips said would look into but not come back . To renew wiper could cost £100. Why should I pay when wasn't breaking the law [ blocking the right of way ] Who is it that assists if those who committed problem refuse to address. Fair . And police refuse to record as CAD . Is it a crime or not ? If skip had been attatched would have waited but the driver -not English -could have moved forward as there was a queue of 3 vehicles.
Noone wants to know LA , Police so must presume that these days it is ok to not to uphold the law so you can do as you like as it is the responsiblity of noone to monitor the law and noone ihas financial damage??!!
Of course it hasn't as the police trained by accountants comply with wrong doing treating the victims as the perpetrators . The mentality that allows this one must question. No wonder people aren't voting.
I think this is typical . The Police[ supposed to uphold the law - unreasonable obstruction and LA [ grant license] by allowing this to happen collude . Over £100 worth of damage to rear wipoer now not functioning is not on . Had skip been in process of being moved would have waited but it hadn't even hooked up & had an urgent meeting .Already had insurance premiums doubled due to someone speeding bumping into when had foot on brake. I object to this just because they can't prove speed & record fraudulently Churchill.Also ignoring protected no claims. This is affecting all other insurances due to their fraudulent actions.
Is it illegal to block the highway or not ?As Police call centre in Tolpuddle Street and Community Police don't seem to understand right or wrong . Are they trained by accountants?
It appears you can break the law and the Police call centre will justify it blaming you . Are they coming straight out of prison to man it as do not understand right and wrong.
Is it a crime or not to block the right of way . If the police refuse to record what is their purpose . They are now in call centres.As for Community police they arrange a phone call then do not keep to it.
