Caravan parking

Yet again i find myself reporting something which should have been dealt with long ago the caravan is parked illegally as sometimes cannot get my car out of corner when this man double parks his car we are sick of telling the council about it he has been away but now he is back he has it plugged into mains which is a hazard i do not want it catching fire and damaging mine or anyone elses car please rectify matter before something happens you have previous email showing situation
