Epicormic growth

There are numerous trees on Eldon Rd which are red coloured but the green root stock is growing through at the base. On some trees this green growth is very vigorous. It looks unnattractive and will be more difficult to trim back the longer it is left. Please could they be trimmed back ASAP. Thanks.
