Dog fouling

There is a man who walks his dog twice a day and lets it foul on the grass outside my flat.he is usaully there at 6am on a weekday, and about 10am at the weeknds. the dog is a grey, husky looking breed. (maybe a puppy)please help as it is very distressing to see and i cant open the windows due to flies and the smell. Thanking you in advance
