Lamp-post on Romsey Town Recreation Ground

Lamp-post in the north-east corner of the recreation ground, near to Vinery Road: a catch seems to have sheared on the plate which covers up the junction box. At some point the plate has clearly been taped back on with PVC (electrical) tape, but this has fallen off too.

I hope "parks" and not "street lighting" is the right place to send this, but as the light didn't have a county council street furniture number I assume this is because these lights come under a different authority.
