Communal wheelie bins

I work for downland housing and manage Mayo court, Mayo Road. I was contacted by a manager at citiclean some months ago who asked for permission to put communal wheelie bins in the Mayo Court car park. This was to provide a better service and protect the health and safety of his crew members. I was concerned that 2 bins wouldn't be adequate but he assured me that he would review this. I gave permission for these to be put on our property but since the bins went in it has been impossible to contact him. I have called and sent emails to him and to citiclean but noone gets back to me. Tenants advise that the bins are always full before collection day so rubbish is left beside them and is ripped open by seagulls and spread around. I keep asking for a 3rd bin but noone ever gets back to me. Tenants have also asked if the bins could be moved round the corner so they're not right in front of their windows.
