Parking for residents?

Can we please address the issue of car parking on Clitheroe Street? I'm constantly fed up of having to park halfway up my street, either because of people parking on the street whilst they are in the restaurant in the chinese takeaway at the top of the street (although there is adequate parking space behind the chinese.) And with some residents taking up two parking spaces and being wholly inconsiderate to other residents leaving them with no option but to park elsewhere inappropriate, or quite away from their houses. I find it difficult when I have done my shopping, to find that the only available space is halfway up my street if any, and I have to walk backwards and forwards with my shopping which can be quite heavy, all because someone is being inconsiderate, by taking up more space than they need to or by dumping their car whilst they go elsewhere. I have had cars outside my house that have not moved at all for a whole week and there has currently been a black car outside my house since the beginning of this week that has not budged at all. It is very frustrating, knowing that I can't do anything , as I don't know who the driver is or where they live. I have put up a polite notice in my window asking if people would not park there, and about 95% of people ignore it even when they have acknowledged it, including residents on the same street. I would like an arrangement in place that allows a resident with a car, the option to be able to park outside their own house. A resident with two cars to only be allowed to keep one car on the street. A permit for residents parking would be a step in the right direction. My neighbour (who is disabled) had to get a disabled badge painted on the road outside his house because of inconsiderate drivers and residents. As he was allowed that (may I add, he has absolutely no problem parking outside his house any more), I don't think it is unreasonable to have some sort of permit system in place or something like it.
