Large tree trunk - seems rotted - needs replacing

A large horse-chestnut tree was cut down to the trunk a few years ago and has since shown no new growth. The tree itself was one of a pair which looked beautiful on this corner, so we really do not want to lose it (I believe it was diseased, that's why it was cut back). If the trunk is not going to grow back we'd like to see it replaced.
