Cutting grass/bushes

There is a plot of land outside the garages of 47/49 Downs Grove, and i am fedup with no-one taking care of this area, i have been cutting the grass and maintaining the bushes, if i didnt they would be over grown and in a mess and that then reflects on my property. the council clears the other areas opposite but not this area. i enquired about buying the land but was told i could not, but your happy for me to continue to maintain it? please manage the area in future or at least let me have it so i can own and maintain it. I am still spending my time, energy and money in maintaining this bit of land, as it looks so terrible if i didnt make the effort to maintain it, its infront of my property and it makes my home look bad.

the grass verges to the riverview estate in vange,where i live have not been cut recently,and are getting out of control,could you give me a reason for this.
