Anti social behavior

Kids are a constant annoyance in this street. They run across peoples flowerbeds and gardens, get abusive if their ball lands in your back garden and they see it as their right to go and get it. They throw rubbish in our gardens and dont have any respect for anyone. They also empty the dog bag bins and throw it over our walls and smear it on our doors and door handles. Where are the community wardens/police?
