Growing waste and refuse mountain

I am contacting you on behalf of my Mother who lives on Pelham Crescent. She has contacted the council on several occasions regarding the state of the garden at this location. It is extremely unsightly, with a growing mountain of rubbish, including household furniture. When can we expect something to be done about this?

I received an email stating that the council were going to contact the occupiers of the property and give them 14 days to clear the rubbish but it is still there after more than a month!
