Caravan Parking and blocking entrances

This is a very small culdesac with eight houses One of the occupants has been blocking entrances consistently, making it very difficult to manouver cars in and out of driveways, he is the occupant that refuses to use his driveway. To manouver cars in and out of driveways involves parking in the middle of the road, cutting off other entrances and endangering kids and there are plenty of these. To top this he has just parked a caravan in his driveway and there is now no way he can park his two very large renault lagunas apart from outside blocking entrances stopping at least four othre cars being able to manouver their cars. All the neighbours are now arguing and shouting at each other.
