Caravan parking problem

We reside at 3 Demondale Road in Arbroath and have a gentleman who lives here parking a caravan in the car park to the rear of our house. We have reported this to the council on numereous occasions and were assured that this would be looked into, the caravan is still here and is causing problems for other users of this car park. The gentleman in question resides at number 9. Not only does he have the caravan parked there but he also has an electrical cable running into from his house to the caravan. Attached is a picture which has been taken from our kitchen window which is where this caravan is sitting at present and you can clearly see the cable. It only moves a couple of times a year when the gentleman goes on holiday. We have been on various websites and have found out that caravans should not be parked on public roads and we have reason to believe that this is classed as a public road. We would appreciate if this could be looked into and if possible the offending vehicle removed.

We have had emails from the council stating that this is not their problem and that it is a police matter, I have contacted the police before about this and was told by them that this was a council matter so I feel we are in a catch 22 position at the moment we feel the council havent been very helpful at all

The council has visited a few times but at the moment the gentleman is away with the caravan on holiday, we are going to let them know when he is back

The council has visited a few times but the gentleman in question has been away on holiday with the caravan for 2 months but has now returned we have informed the council and hopefully they will be able to visit again and do something about it

The council say they have sent someone round on numerous occasions but at the times they have been round the caravan has been away as the gentleman has been on holiday. We have had no contact from the council since July/August and because they have visited and have had no success in dealing with this they now say they will not be taking any further action which we are very annoyed at

Our council dont appear to be doing anything about it and the police say it is not a police matter it is a council matter so we are getting nowhere
