Sent to Shepway District Council less than a minute later

People who park along Wellington Road have a tendency to empty their litter from their car to the pavement. A litter bin in this location might deter the litter louts.

There are not many litter bins about throughout the whole of the Shepway area. Is this because the council dont want to pay for emptying?
