Sundry rubbish and dead(?) car

In the front garden of 26 Barnett Close there is sundry rubbish - black plastic bags, an old sofa, etc. There's also a car that appears not to have been moved for some time. This hardly adds to the amenity of the area. Could these be removed - or the occupant persuaded to clear the site?

A Council officer has made a site visit and determined that the waste cannot be classed as a statutory nuisance and therefore there is no action that the Council can take. Disappointing but about what I expected.
