Public Footpath has been blocked by fence

The owner of 167 Broadway has blocked the public footpath which runs at the back of the houses on Broadway. The footpath previously appeared to be blocked with a fence but there was a gate which allowed access to the footpath. Last year, that gate was removed and a fence erected cutting off access to this footpath to all other residents. The owner cannot claim adverse possession of this land as it wasn't fenced off until last year
