Dangerously parked vehicles

This is happening each and every day. Parents are content on dropping children off to the local school. Whilst I do not have a problem with this, I do have a problem with parents parking on zig zag lines and also across the zebra crossing. With vehicles parked on both sides of the road it is extremely dangerous trying to navigate through and also look out for children running across the road without looking. Speaking to the local police nothing ever gets done. Is there something the council can do to assist before a child gets knocked down?

Whilst I appreciate this is a policing issue, the police it seems do not want to deal!!
We are constantly being told not to take the law into our own hands but if the police can't deal with something as basic as cars causing an obstruction outside a school where do we stand with something more complex?
