Cars parking on grass verge

For a number of years, cars are parking on the grass verge. The grass area is now a complete mess. Everyone is aware of this, so why are these people getting away with it.

I find it hard to believe that it's not against the law to park on the grass verge. The problem is endemic throughout the estate now.
