Car parking in cul de sac

At times there are many cars parked in the cul de sac making it very difficult to turn in that road. Certain residents park in the cul de sac leaving their own drives free. All the houses have drives yet still residents park either in the cul de sac or on the road sometimes edging onto the pavements making it impossible to get past without having to walk on the road. With so many cars parked so randomly it would seem that an accident is waiting to happen.
