The black bitch dog from [edited for privacy - details sent to council], habitually uses the verges between [edited for privacy - details sent to council] to defaecate. The owner has been spoken to by the Council but to no avail. The Dog Wardens seem understaffed.

Updates
Apparently the owner will be issued with a Fixed Penalty notice. The dog has been less evident recently.
A witness statement has been submitted to LCC who will issue or have issued a fixed penalty fine notice. I think the dog & family are away at the moment as the house looks quiet and there has been no further sightings of the dog. I'll keep the incident updated.
Leeds CC will not tell me whether the fine has been paid or whether the case is heading for Court. Might be worth a 'Freedom of Information' request for the info. The dog had been absent in the main recently. It may be that the message has got through to the owner.
Not sure whether the owner(s) have paid the fine or gone to Court. Council won't say.... All very helpful! The dog still fouls the verges.
The dog has been less evident recently it seems, although I do not maintain a 24/7 watch. Any excreta seen to be deposited by the dog is thrown back over their hedge. << Watch this space >>
The dog periodically appears and perhaps sometimes uses the verges adjacent to our property. We will continue to return the 'deposits' to the dog's owners when we observe without question that it is the dog in question.
The dog has not been as evident recently, so I can't say the problem has been fixed. Also the Council did not really chase the owners for a resolution. The Council are 'toothless' in these matters.
The bitch dog still visits the verge. If I see it 'doing its business' I scoop it up and throw it into the owners garden. The Council in reality can't be bothered with a prosecution and when they do they expect the witness to take time off work to attend Court even when the owner has been spoken to and a summons sent. << Watch this space >>
It seems it's no easy matter taking someone to court. LCC don't really want to tell the individual when the case will come to court but LCC expect you to say you will attend; people do go on holiday! The most satisfying part of this matter has been throwing the offending dog muck back over the hedge of the house where the dog lives.
Everytime I see the dog deposit something on the verge I put it on a shovel and throw it over the owners hedge... Some satisfaction gained.
The animal still use the verge, when I see it make a deposit, I scoop it up and throw it into the owners garden. I will continue this practice for as long as the dog continues it's work.
Still get visits from the dog who is now roaming the streets more. Any deposits I see the dog make are return over the hedge of it's owner.
The animal still visits form time to time. Any time I see it make a deposit, the offending mess is thrown back over the owners fence.
Still the occasional visit which results in the deposit being returned to the owners garden.... Some satisfaction.
Still the occasional visit, still the same strategy of returning the mess.
Don't see the dog much these days, perhaps it's gone to the great grass verge in the sky!
Not seen much evidence of the dog recently. << Watch this space >>
The animal still makes the occasional visit and resultant deposits are returned to the owner's front garden!
I'm still returning the deposits to the owners garden, at least there is some satisfaction in this action. I saw that the council are looking into dog fouling activities... whatever that means. << Watch this space >>
Still get the occasional visit which results in the mess being slung back over the owner's hedge.
Still get the occasional visit and I'm still returning the 'offerings.'
I'm still returning the deposits by way of throwing them over the owners hedge. Some satisfaction.
I'm still returning the 'offers' to the garden of the dog's owner.
I'm still return the deposits from this particular dog, to the front garden of it's owner. << Ongoing >>
Deposits/offerings are returned over the hedge of the owners property...
I still return the 'offerings' over the hedge of the owner's house.
'Offerings' are still being returned over the hedge. << Ongoing >>
Still returning the offerings, although I'v not seen the animal recently.
