Loose Junction Box Cover

Junction box with cover marked C A T V situated outside No. 18 Scotland Street has a loose fitting cover, which clunks every time someone walks on it. The house occupier is woken by the noise after 12 midnight and is disturbed by people walking on the cover when leaving the pubs. The problem has been ongoing for years

Apparently two men came to fix the problem. They lifted the cover and filled the rim with sand. All quiet for two days, then it rained and washed the sand out. Guess what, the cover clunks yet again. A waste of time, materials and manpower. Don't they use manhole grease anymore?
