Cars parked on the pavement

Many streets in the area have cars obstructing the pavement but in particular this area. In some cases you have to walk on the road which is dangerous considering there is a school nearby and children walk along this road. the pavements are also in poor condition because of cars continually driven on and off them. Surely parking on pavements is an offence.
