Pile of bin bags

Sent to Calderdale Borough Council less than a minute later

At the bottom of union street on the pavement. These bags have been placed by the owners of harris shop as every wednesday morning i see them moving up to 6 bags of rubbish on to the street. This can not just be house hold waste but also buisness waste. Now with the new recycling program these bags will be in the street until next collection of black bags when i'm sure the owners of the shop will place another 6 or 7 sacks there. If they where allowed to do this surley they would be collected from their private yard by bin men on the said collection days.
