Blocked street drain

The street drain here on Castle Street is blocked, with stagnant water pooling over it in even the slightest drizzle. I have reported it to Southern Water and they claim to have inspected it and found "no obstruction". We can only guess at their motives.

Updates
There's graffiti on the side and back wall of HMV (corner of Western Rd and Castle St) and on the wall of the newsagent (corner of Preston St and Castle St)
There's also near non-stop parking on the double yellow lines, and a steady stream of fly tipping on what's left of the pavement. Bring back hanging, I say!
There was some light rain today, which revealed that this drain is STILL blocked /sighs/
I would also like to concur about the endemic parking on the double yellow lines (and loading on the 'no-loading' bits).
