Broken fence

I have been in touch with Environmental Health regarding broken fence and dumped rubbish at the rear thereof. They say that the land doesn't belong to anyone! They are arranging to clear but until the fence is repaired and someone accepts responsibility for the land and fence the problem will continue and get worse. It is an eyesore!

To be fair, problem was reported some time ago and was being looked into by the Council. The land, I now discover, is no-mans land and whilst KCC have removed the junk, the fence remains broken, the area overgrown and it is probably only a matter of time until more rubbish is deposited there. In all honesty, I don't think anything can be done and I appreciate the help that has been given.
