Dogs fouling and dog pooh bags left in lane

This area of Wansunt Road is a public footpath used by dog walkers to get to the local fields. But in the lane, up to the point when the fields are reached is a private drive used by three houses/families. Is it possible to have bins supplied and emptied regularly or at the very least to have no fouling signs put up in the lane area please?

Although the problem has not been "fixed" the council has responded and been helpful re further course of actions that are possible if we are able to provide more evidence of times/dates for a warden to come and observe.
