Dangerouse un-named road

Un-named road leading from oxton mount to wesley street(LS11) in a severely dangerous condition. leeds city council agree this road is dangerouse but denied ownership of above road.I have since proved this road is owned by leeds city counciland is apublic right of way.since i have sent this proof to lcc (which i gained from the land registry office) they now refuse to reply to my e-mails

lcc highways have said the road will be patched up (pot holes filled in only) and parking restriction refurbished to hoxton mount to cut down on the use of the road.but as hoxton mount already has single yellow lines i dont see what differance this will make. please see attached picture showing vehicles ilegally parking and delivering on hoxton mount

problem partially solved lcc covered road with loose rubble eradicating pot holes but now leaving a dusty rat run and cut through for hgv's
