People parking on the path and on both sides of the road so no cars an get through!

Hi, i live down this road and also park my car outside my house, i have never parker on the path, as it is (a FOOT path) the problem i have is that there is a household down this road that has the privilege of having drive way that would easy fit 2 cars on it. although they choose to park there 3 cars on the road wether it be from each other on ther road so a car really can't get through, or they park on the path up to peoples garden walls. the way i see it is if someone was in a whell chair they have the right and for there safty to be able to get through without the risk of going on the road.
