Excess water in gutters

On my walk to the station from Coote road, when it rains, the drains do not seem to be able to cope with the rain water, as the gutters become flooded, and when cars go past you walking, you get drenched. This seems to happen every time it rains, as footpaths are also quite narrow you cannot avoid getting a drenching. Are the drains not working properly?
