Speeding traffic

Heworth Burn Crescent is a 20mph one-way road in a residential area. There is one speed bump as you enter the road (from The Drive) and a speed information sign (on both sides of the road), indicating 30mph (and leaving a 20mph zone)as you leave and enter the junction at Watermill Lane. Cars are speeding through here is excess of 20mph and are close to 'clipping' pedestrians because of the parked cars on the road which requires car drivers to hug the left side of the road (which doesn't have a raised kerb). Please could the correct signage be posted at the entrance to this road to indicate 20mph.
