Timber structures on pathways

Aware of a number of business users adding timber decking and similar onto the front/side of the property they own, but surely even if they own that part, its still a fixture on the frontage and must have planning permission. They may be timber but still not a 'removal' or temporary addition. Can name many of these about in B&H. This one is at coner top of hogarth, as a cafe.
