Rubbish blocks pavement

Recycling and rubbish bins block the pavement outside the flats at 1 Lansdowne Gardens so wheelchairs and pushchairs cannot pass. It looks like there's a designated area round the corner which the flats could use. Also the cover for the one of the meters is lying on the pavement. Thank you.

This will take a while to solve because the occupiers of the flats need to be asked not to block the pavement and the problem is only on thursdays and fridays.
