Rubbish blocks the pavement

Recycling and rubbish bins block the pavement outside the flats at 1 Lansdowne Gardens. Wheelchairs and pushchairs cannot pass. It looks like there's a designated area round the corner which the flats could use. Also the cover for the one of the meters is lying on the pavement. Thank you.
