Rubbish in the street

I'm pretty sure this is the fault of the people living nearby rather than the street sweepers or the refuse collectors, but the rubbish that is strewn around the pavements at the bottom of Wells Road is a long-standing disgrace - especially as a lot of visitors walk this way from guest houses further up the hill.

I'm not sure that the problem can be resolved without changing the tenants of these properties - they seem to have no idea of cleanliness.
